Put some fresh gas in it, hit the key... and it started almost immediately. The mower has a lot of familiar problems. Sometimes it shifts hard, sometimes it glides between gears, and the brakes don't work. All these problems are eerily reminiscent of our old Craftsman mower.
The spindle for the deck is ordered, and I will work on getting the belt too, and then it should be fully operational.
